Kevin McCann is the alias of Radford Hayes, a former black-ops agent who assumed the identity of Kevin McCann, a soldier in his unit, and took work as a cabbie in order to hide the fact that he was making a dirty bomb.
Hayes recruited his fellow soldiers, Evan Bauer and Jack Cochran, to help make the bomb and plant it in a US city in order to simulate a terrorist attack and stir up anti-terrorist sentiment again.
Former Syrian nuclear physicist-turned-immigrant NYC cabbie Amir Alhabi discovered Hayes' secret via surveillance devices, which forced McCann to kill him and rip out all of the cameras from Amir's cab, looking for more evidence that could possibly give his plan away.
A man scavenging for spare parts saw Hayes and told Detective Beckett and Castle. When questioned, however, Hayes told a convincing story about Amir's brother Jamal Alhabi in an attempt to frame him for the imminent bombing.
Once Castle and Beckett fell for his story, Hayes was able to steal the dirty bomb from where Jamal had removed it from storage. Once the van arrived at his abandoned warehouse hideout, McCann and his accomplices killed Jamal and dumped his body in a freezer, but only just as Castle and Beckett stumbled across them. Managing to herd them into the freezer, McCann and his accomplices locked the two of them inside and disappeared into the night. ("Setup")
After Castle and Beckett were rescued, they managed to discern McCann's true identity after Mark Fallon ran a search on his name, and discovered that the actual McCann had been killed in action several years back. When they tracked down McCann's sister, she identified the false McCann as his former teammate, Radford Hayes.
A quick sting operation later saw Hayes in police interrogation, where Fallon took over and tried to use intimidation tactics in order to have Hayes give up the bomb's location. With Hayes' background in special operations, he refused to talk. He simply boasted that once the bomb went off, the American people would be looking for a terrorist while he'll become a footnote in a file pushed all the way back in storage. However, Hayes unintentionally gave a hint by claiming that a terrorist would be found, as Castle deduced that as Hayes' intended patsies, Amir and Jamal, were both dead, his partners would find someone else to take the fall. This led to the authorities discovering that Nazihah Alhabi and her baby daughter were abducted, with the former forced to drive the truck containing the dirty bomb into the city.
Later, after the dirty bomb is defused and Nazihah's baby is safely back with her mother, Fallon mentioned that Hayes and his two accomplices would be charged with murder and promoting a terror event, though, thanks to Beckett and Castle, not hundreds of counts of murder. ("Countdown")
