Olivia Debiasse is at the very heart of "Kill the Messenger", even though she's been dead for a decade.

Olivia was a campaign helper during Blake Wellesley's first tilt at becoming Senator, much like her mother Edna did before her, in Casper Wellesley's 1978 re-election campaign. When she was killed, her case fell to then Lt. Roy Montgomery, who swiftly arrested Brady Thompson, a hard-luck case who confessed to killing the young woman, and was sent away for life.

Ten years later, however, bike messenger Caleb Shimansky is the victim of a very deliberate hit-and-run, his life taken along with the contents of his satchel, amounting to a single package. This, it turns out, was an 'insurance policy' Brady stashed with his favorite aunt, Sally Niedermeyer, to be sent at need to the police, and specifically Captain Montgomery. Brady was paid to take the fall, and the package contains proof of his innocence and the identity of the true killer.

Olivia had 'pestered' Lenanne Wellesley, a fatal mistake, since the matriarch would tolerate no scandal, particularly an illegitimate grand-daughter (Olivia) who might jeopardize her son's chances of making Senator like his father. So she instructed her factotum, Frank Davis, to "take care of it", and Olivia was made to disappear. With the full and correct resolution of the case, the captain is able to tell Olivia's aunt that those responsible have truly been identified, and will be brought to justice.
